Just days after the mayor’s office admitted that the overnight shelter on NW Northrup and 14th was a failure and announced its closing, n4safe volunteers uncovered the plan by Portland Solutions, (homeless contractors) and the Mayor’s office to change the operation of RDNC (NW Naito no-barrier Homeless Shelter) to the same failed overnight shelter as that of the NW Northrup Shelter. FACT 1:
The city has “renewed the “temporary” lease for the up to 120 bed Navigation Center built by Harbor of Hope on NW Naito Parkway. It is a stunning and dishonest reversal of city promises and policy surrounding the original placement of the big green temporary tent on NW Naito. The city is used a trick by having Prosper Portland approve a temporary “permit” instead of a new lease.
NOW THE CITY IS TRYING TO ALTER THE PLAN AND MAKE THE 24 HOUR 120 bed SHELTER AN OVERNIGHT SHELTER ONLY
Result: …HUNDREDS OF HOMELESS WILL BE REQUIRED TO LEAVE THE SHELTER EACH MORNING – WITH ALL THEIR BELONGINGS – TO LIVE ON NW NAITO AND SURROUNDING STREETS DURING THE DAY..
FACT 2
The City via the Mayor’s office is continuing to operate the center on the property formally deemed environmentally unsafe but minimally capped for temporary use only.
NOW the Mayor wants to operate NW Naito Shelter only overnight- like the Mayor’s failed Northrup Shelter (which the city as agreed to shut down) – because the “overnight shelter” caused a multitude of drug, health and safety problems in the heart of the Pearl.
The Mayor’s plan was a failure for the homeless and the local community at Northrup and now it will be a failure at NW Naito.
FACT 3:
The neighborhood is already strained for services and overloaded with homeless.
City is continuing operation by “permit” for this promised temporary structure that effort is the ultimate in bait-and-switch. Further inflaming the problems by attempting to make the shelter “overnight” only.
FACT 4:
The City, Homeless Leaders, Homeless Contractors all promised the NW Naito Shelter would be temporary – and would operate safely and with the cooperation of the community. Now the Mayor’s plan is to continue the NW Naito shelter operation – contrary to the promises – AND operate it only at night ONLY causing the homeless to be on the streets surrounding the NW Naito facility all day.
The Mayor, City, Prosper Portland is ignoring those promises, commitments and requirements, and all your communications ignoring those public commitments to continue operate the shelter
FACT 5:
After the Navigation Center was forced on residents of the the area – the community initially embraced the Navigation center with many neighbors volunteering to cleanup the area surrounding and constantly working to see the good neighbor agreement (GNA) forced on the community was in fact honored.
After 7 years of operation, health and safety violations, the City ignoring commitments the Mayor wants to make a bad situation even worse by changing fro a 24 hour shelter to an overnight shelter.

Send an email to Portland City Council, Prosper Portland, PDNA and others: Without your support and communications to the Mayor the NW Naito homeless shelter will adopt the failed “overnight shelter” plan.
Viable Alternative
The city and prosper Portland have a viable alternative – an alternative that does not affect mature and diverse communities with apartments, local businesses and homes.
The lot on NW 6th Avenue and Glisan St. has already been environmentally mitigated at a substantial cost to the City, there are not many residential buildings in the area, and the lot is not a part of any current redevelopment plans according to the Prosper Portland website.
Because, as the city, Harbor of Hope and Proposer Portland all indicated at the time for the original lease the building is temporary and portable – it would be simple and not a significant financial undertaking to move the tent to this lot which has already been outfitted as an homeless facility in the recent past.
OR move the portable tent to the suscessful Bybee Lakes property run by Alan Evans and the folks at Helping Hands Outreach Centers.

Petition to Stop the Proposed Safe Rest Village (SRV) on NW Naito Parkway

Sharon Meieran, Commissioner, Multnomah County
RE: Petition to Stop the Proposed Safe Rest Village (SRV) on NW Naito Parkway
We, the undersigned residents and business owners of NW Portland request an immediate halt to the City and County plan for the Safe Rest Village (SRV) on NW Naito Parkway.
Programs to assist the homeless are essential. But, to succeed, they must be well planned and managed, and part of a comprehensive strategy to help individuals transition to homes and jobs. These efforts also must be shared by all communities. This SRV project is none of these.
Hastily announced by Commissioner Ryan as a ‘done deal’ – with no prior community consultation – officials have been unwilling to answer even the most basic questions. The SRV appears to be another hastily and poorly planned homeless program, poised to bring more community damage and, sadly, little long-term assistance for those in need.
We oppose this project because it:
• Was created behind closed doors – without public consultation – and announced as a ‘done deal’ under the cover of an ‘emergency declaration’;
• Will add yet another homeless project to a NW community that – perhaps more than
any in Portland – has lived with the impacts of poorly-managed homeless programs
(especially in the area roughly bordered by Burnside St, Naito Pkwy and NW 9th Ave);
• Will be right next to the existing, poorly managed green Navigation Center tent, with no
consideration for how – combined – this will multiply the ongoing and unanswered safety, crime and sanitation problems for the community;
• Will place the severely mentally ill, alcohol and drug addicted – some of the most difficult clients to treat – among high-density residential housing, home to thousands of families and children;
• Has failed to identify a competent management entity with demonstrated experience and success or share a comprehensive strategy for effective programming; and
• Won’t demonstrate how it will protect public health and safety, promising nothing more than a Good Neighbor Agreement (GNA), like those that have consistently failed to address rampant crime, safety, and sanitation issues around many other homeless projects in NW Portland, including the Navigation Center.
